Solution 3 – Evaluate Anti-virus Software for improper quarantine of QuickBooks DLL library files.
Optional: You may wish to check this prior to either Solution 1 or Solution 2.
In some cases, it has been reported that certain antivirus software quarantined certain QuickBooks files needed for operation. Consult your anti-virus software documentation and/or technical support personnel for assistance in checking your anti-virus program for quarantined files, including possibly inappropriately quarantined QuickBooks program files.
Note: These files may sometimes be quarantined during installation of – or updates to – the QuickBooks application. This includes during Windows repair of QuickBooks or a clean installation of QuickBooks as outlined in Solution 1 and 2 herein.
