Prior to this version, QuickBooks users creating paychecks were not provided with a distinct warning if they attempted to make payments for vacation or sick leave in excess of the available leave hours. New for 2019* is a warning (as shown below) that will be displayed when saving a paycheck when vacation and/or sick leave exceeds the available leave for those items. ( Note: *-QuickBooks users must have an active Payroll Subscription.)

This is a warning message only, it doesn’t prevent you from paying any employee for vacation or sick leave even if it causes their available hours to go negative for either or both of those leave types.
Just as important, the new payroll-related feature for leave tracking includes a more informative section of the pay-stub that provides information related to the Accrued, Used and Available Vacation and Sick leave time that is available.

Combined, these two feature enhancements should not only result in improved tracking and reporting of employee leave but help to ensure that compliance requirements are met by full disclosure of leave accruals. Insightful Accountant encourages QuickBooks users to always check with their state (labor and/or wage & hour) authorities regarding specific requirements for leave related regulations and requirements.
I personally make every effort to stay away from payroll, so I can’t give you a good assessment of how beneficial these enhancements will be for day-to-day QuickBooks users who do their own payroll.
